Law enforcement officials will hold a public information meeting at 6 p.m. Wednesday, Oct. 28, at Farmington High School for a Level 3 sex offender who will move to the city Nov. 1.
Daniel Curtis Duncan is expected to move from Faribault into a leased townhome in the 1000 block of Pine Street near the Bristol Square neighborhood in southeast Farmington.

Due to Duncan’s classification as a Level 3 sex offender and his
pending move, a public meeting for residents is required. Duncan has
lived in Farmington previously.
Duncan, 29, was convicted in 2002 of engaging in sexual contact with a 10-year old female victim whom he knew.
He completed his prison term and has an offense history that requires
he be registered as a predatory offender, according to the Minnesota
state statue.
Duncan’s first offense was related to criminal sexual conduct between
November 1999 and April 2000 with the same female victim he knew,
according to Lee Hollatz, detective sergeant with the Farmington Police
Department.
Duncan served his prison sentence beginning July 23, 2003, and his last release was July 7, 2009.
“He was in a couple of times in between because of his release
violation, but not for a new crime,” said Shari Burt, communications
director with the Minnesota Department of Corrections.
“Mr. Duncan is no longer under supervision,” Burt said. “His sentence
has expired completely as of Oct. 3, 2009, where he was under
supervision in Rice County.”
That means Duncan can live where he chooses, Burt said, but he is still
subject to obeying the state laws of community notification and
mandatory registration.
Duncan is a white male, 6 foot 2 inches tall with a slender build, blue eyes, brown hair and fair skin.
Minnesota law requires schools, child cares and establishments that
serve individuals who could become a victim to a sexual predator be
notified by mail.
Two other Farmington police detectives along with Hollatz will be
present at the public meeting to answer questions, along with Nicole
Nee, an assistant Dakota County attorney, and Michele Murphy, a
community notification coordinator with the Minnesota Department of
Corrections.
Farmington Police will monitor Duncan a few times a year to verify he
is living where he says, to see if he changes his appearance, place of
work or the make and model of a vehicle, or if he is attending school.
