A former employee of the Carmike 15 movie theater in Apple Valley has been charged with five felonies after allegedly robbing the theater with a gun on Feb. 3.

Davis Dupree Powell, 26, of Farmington, was arrested hours after the robbery in a field in Lakeville following a manhunt that included officers from six law enforcement agencies, K-9 units and a State Patrol helicopter.

Rosemount man indicted for armed bank robbery in Apple Valley PDF Print E-mail

A federal grand jury returned an indictment against a 28-year-old Rosemount man and Minneapolis police officer, charging him with the Jan. 6 robbery of an Apple Valley Wells Fargo bank.

In the indictment, which was filed in U.S. District Court on Feb. 3, Timothy Edward Carson was formally charged with one count of armed bank robbery and one count of possessing a firearm in furtherance of a crime of violence.

The indictment alleges Carson took $4,580 from the bank and put the lives of others in jeopardy by brandishing a 40-caliber Beretta handgun during the robbery.

According to a Federal Bureau of Investigation affidavit, the bank was robbed at 9:16 a.m. Jan. 6, by a man brandishing a handgun.

The man, later identified as Carson, allegedly jumped onto the counter and pointed the gun at three tellers. He then purportedly ordered everyone to put their hands up and their heads down, after which he directed the tellers to give him money. Upon receiving the cash, he allegedly fled the bank. Security cameras from a nearby Target store recorded him getting into a parked vehicle near a vacant strip mall.

Before the robbery, at 8:37 a.m. Jan. 6, Carson was stopped by Apple Valley police about three miles from the bank. The stop was made because Carson’s vehicle did not have a front license plate.

Carson identified himself as a Minneapolis police officer and was allowed to go on his way.

The same Apple Valley officer later responded to the bank robbery and, while enroute to the scene, reportedly observed Carson’s vehicle stopped at the intersection of Johnny Cake Ridge Road and 140th Street. The affidavit states Carson was scheduled to work at 9 a.m. but failed to arrive until 10 a.m. Later that day he was arrested by the Apple Valley Police Department and the FBI.

If convicted, Carson faces a potential maximum penalty of 25 years in prison on the bank robbery charge and a mandatory minimum penalty of seven years on the firearm charge. All sentences will be determined by a federal district court judge.

This case is the result of an investigation by the Apple Valley Police Department, the Minneapolis Police Department, and the FBI. It is being prosecuted by Assistant United States Attorney Nathan P. Petterson.

ISD 196 plans for potential funding shortfalls from the state

The Rosemount-Apple Valley-Eagan School District is considering a laundry list of budget cuts next year – including up to 78 teachers – as it anticipates reduced funding from the state in the foreseeable future.

The district’s Budget Steering Committee has recommended $15.6 million in budget adjustments as part of the district’s five-year plan. The plan assumes state funding will decrease by about 5 percent next year, and as much as 10 percent in 2011-12.

The potential budget adjustments include $3.5 million in additional revenue and $12.1 million in cuts. The district’s total general fund budget for the current school year is $298 million.

Cold night, lack of a national race dampens caucus interest

A cold night may have hampered attendance, but the political heat was turned up in Senate District 37 caucus locations Tuesday, Feb. 2.

Local Republicans and DFLers met at Eastview and Apple Valley high schools, respectively, to conduct caucus business that included a gubernatorial straw poll.

The local polls reflected the statewide results as Republicans preferred state Rep. Marty Seifert, Marshall, and Democrats penciled in Minneapolis Mayor R.T. Rybak as top vote-getters in the endorsement race.
